The Web Database Licence (WDL) gives media monitoring organisations the necessary publisher permission to scrape/copy/index from a large repertoire of web titles and provide their clients with links & extracts for commercial purpose. The WDL applies to anyone holding a database or index of UK newspaper content for the purpose of providing paid for services, i.e. it applies to companies that scrape the content themselves and to those that source feeds from a third-party provider.

There are two separate repertoires for this licence. One is for newspaper content and the other for magazine content. You can download a full list of NLA titles here.
The newspaper repertoire is available internationally, while the magazine repertoire is restricted for UK use only (due to licensing restrictions).
The WDL gives the licensed organisation the permission to either scrape the content themselves or via a licensed third party.
No, the WDL is for scrapable content only and does not license the use of paywalled content or News UK titles.
